The American Lung Association's annual "State of the Air" report scored Houston-Baytown-Huntsville as the eighth worst city in the United States for smog.
The new rules are meant to reduce smog during rush hour. Nitrogen dioxide, which comes largely from car exhaust, has been tied to human respiratory problems.
