Update: The project co-chair says the ground-breaking decision to include Context Sensitive Solutions in TxDOT’s new process manual will bring higher real estate values. “The light went off for TxDOT that this is good business for the agency,” says planner Scott Polikov in a Houston Chronicle story. Adding that it’s not “a really sexy deal,” Polikov says it’s a really big deal for transportation, nonetheless.
Original story:
Texas has become the first state to officially adopt the “Context Sensitive Solutions in Designing Major Urban Thoroughfares for Walkable Communities” manual written by the Congress for the New Urbanism (CNU) and the Institute of Transportation Engineers (ITE), says Fort Worth-based planner Scott Polikov in a story in New Urban News.
Moreover, TxDOT has revised its Project Development Process Manual to require that context sensitive design be considered in project evaluations, Polikov told New Urban News. New Urbanism is mentioned by name in this TxDOT process manual. The changes were published in June, and the document is available online.
CNU says this about the Context Sensitive Design manual on its website:
Leading engineers, elected officials, planners, and others are now using a new resource created by the Institute of Transportation Engineers (ITE) and the Congress for the New Urbanism (CNU) for local communities. The new Proposed Recommended Practice, Context Sensitive Solutions in Designing Major Urban Thoroughfares for Walkable Communities, advances the successful use of context-sensitive solutions (CSS) in the planning and design of major urban thoroughfares for walkable communities.
The entire manual and extensive documentation is available at the ITE site.

Now the job is to convince the winning candidate for Houston Mayor to demand that the public works department follow TxDOT’s lead. This is a huge step forward.
