According to Transportation for America and Streetsblog, the newly submitted Senate version of the climate bill would allocate “an average of 2.4 percent of revenues generated by the Act each year to help states and metropolitan areas reduce greenhouse gas emissions as they grow and change in the years to come.” The program would fund transit, walkability, and other clean transportation strategies as part of the strategy for states to reduce carbon emissions. In the Houston region, the Houston-Galveston Area Council already allocates small amounts of federal monies to such strategies, such as the Livable Centers program.
