Harris County may drop Hempstead funding

Harris County Commissioners will review the proposed FY2010-11 Capital Improvement Plan and FY 2010-11 County-wide budget on Tuesday, June 22, 2010, apparently removing all funding for the proposed Hempstead Managed Lanes while allocating funding for the Grand Parkway Segments E, F-1, F-2, and G.

The Citizens’ Transportation Coalition has sent an email (reposted with comments by OfftheKuff) explaining their opposition to pursuing the Grand Parkway as opposed to the Hempstead Managed Lane Project.

While the City of Houston has been going through its budgeting process over the past month with a series of public meetings with various department leaders explaining their budgeting decisions, Harris County published their draft budget as a series of pdf links on the web page containing the Commissioners’ Court agenda on Friday, June 18th. Commissioners are expected to vote on these items on Tuesday.  The posted draft Capital Improvement Plan is a 5-page memo that could be considered an executive summary for the actual full Capital Improvement Plan budget, which does not seem to be available online for public review at this time. In contrast, the City of Houston holds a series of public meetings in each council district to discuss proposals for the CIP.

How is it possible to allocate funding to the Grand Parkway when last year Art Storey more or less blocked its funding with stimulus money? He said it was unlikely to ever get federal approval because of its impact on wetlands. This is confusing.
