Without more transit, Houston congestion may spill off freeways

The Houston region must face that it cannot continue to expand freeway capacity and that freeway congestion will spill onto local strees unless we develop quality transit and other transportation options, according to consulting engineer Sam Lott at the Livable Houston Initiative on January 21, 2014.
